Based on enforcement data from 2004-2007, the New York Times surveyed Clean Water Act (CWA) violations in every US state.

The results were stunning.

In a large number of states, 50% or more of regulated facilities violated the Clean Water Act.

Even more shocking was just how infrequently these polluters were held accountable.

Of NY State facilities regulated under the CWA, 51.1% (About 856 of 1675) have listed violations.

However, only 6.4% of those violators saw any enforcement action.
