But Karl Coplan, a professor at the Elisabeth Haub School of Law at Pace University, said the Clean Air Act provides relief if international emissions are the sole reason that a region in the United States can't reach attainment. He argued that EPA could adopt only secondary — not primary — national air quality standards for greenhouse gases. That proposal, put forward in a recent article published in the Georgetown Environmental Law Review, would avoid a problem raised by some critics of air quality standards for carbon.
