New York State Aid and Outside Scholarships

New York State Aid (HESC, TAP)

New York State Higher Education Services Corporation (HESC) administers both state and federally funded student financial aid programs for undergraduate and graduate students. Some programs are administered solely by HESC, while others are administered jointly with other state agencies. Information about Tuition Assistance

The New York State Tuition Assistance Program (TAP) helps eligible New York residents pay tuition at approved schools in New York State. Depending on the academic year in which you begin study, an annual TAP award can be up to $5,000. Because TAP is a grant, it does not have to be paid back.

  • TAP is available for students attending SUNY, CUNY, and not-for-profit independent degree-granting colleges on a part-time basis.

    To be eligible for TAP, you must:

    • Be a United States citizen or eligible noncitizen
    • Be a legal resident of New York State
    • Study at an approved postsecondary institution in New York State (NYS)
    • Have graduated from high school in the United States, earned a GED, or passed a federally approved "Ability to Benefit" test as defined by the Commissioner of the State Education Department
    • Be enrolled as a full-time student taking 12 or more credits per semester
    • Be matriculated in an approved program of study and be in good academic standing
    • Have declared a major no later than within 30 days from end of the add/drop period:
    • in the first term of your sophomore year in an approved two-year program; or
    • in the first term of your junior year in an approved four-year program
    • Meet good academic standing requirements as defined by the Commissioner of the State Education Department
    • Be charged at least $200 tuition per year
    • Not be in default on a student loan guaranteed by HESC or on any repayment of state awards. 
    • Meet income eligibility limitations
  • Every year, Pace provides more than $182 million to students in the form of merit scholarships and financial aid, in addition to the State and Federal grants that are available. The Enhanced Tuition Award (ETA) Program enables New York State resident students to receive additional aid to attend Pace. Students must apply separately for the ETA.  Students can receive up to $6,000 from the New York State TAP and ETA program combined. In addition, eligible students will not experience tuition increase in subsequent academic years, up to four years. ETA student recipients will receive notice from New York State that the college/university will match the ETA State award. Please be advised that the Pace match is already represented in the original institutional award package. Please visit the HESC website for more information on the ETA program.

    An applicant must:

    • be a resident of NYS and have resided in NYS for 12 continuous months prior to the beginning of the term;
    • be a U.S. citizen or eligible non-citizen;
    • have either graduated from high school in the United States, earned a high school equivalency diploma, or passed a federally approved “Ability to Benefit” test, as defined by the Commissioner of the State Education Department;
    • have a combined federal adjusted gross income of $110,000 or less;
    • be pursuing an undergraduate degree at a participating private college or university located in New York State;
    • be enrolled in at least 12 credits per term and complete at least 30 credits each year applicable toward his or her degree program, through continuous study with no break in enrollment except for certain reasons that can be documented;
    • if attended college prior to the 2018-19 academic year, have earned at least 30 credits each year (successively), applicable toward his or her degree program prior to applying for an Enhanced Tuition Award;
    • be in a non-default status on a student loan made under any NYS or federal education loan program or on the repayment of any NYS award;
    • be in compliance with the terms of the service condition(s) imposed by any NYS award(s) that you have previously received; and
    • execute a Contract agreeing to reside in NYS for the length of time the award was received, and, if employed during such time, be employed in NYS.

Outside Scholarships

The total educational funding a student may receive cannot exceed the student’s total cost of attendance. If the external scholarship exceeds the total cost of attendance, institutional and/or federal funds may be reduced. If the external scholarship is designated “tuition” specific, Pace scholarship funding may require adjustment. Scholarships not designated “tuition” only may be used towards other charges.

Outside award checks made payable to you or to you and Pace University must be endorsed. If a check is made payable to you and/or Pace University, no signature is required.
