
Rhea N. Mallett

Rhea is a partner at McCarthy Fingar LLP, and a member of both the Municipal Law & Land Use, and Commercial Litigation groups. She practices extensively in the areas of land use, zoning and planning, municipal law, and SEQRA. Rhea represents clients throughout New York State before local administrative boards and at public hearings.
An alumna of the Pace Land Use Law Center, Rhea also serves part-time as a Land Use and Sustainable Development Fellow at the Land Use Law Center, leading trainings of municipal officials and local board members on planning and zoning, open meetings law, and ethics issues.
Rhea is completing her second term as an elected Trustee for the Village of Briarcliff Manor. An active volunteer, Rhea was appointed by the County Executive as Chair of Westchester County’s Correction Advisory Board, building upon her legal experience centered on criminal justice reform, which includes criminal defense representation with the Legal Aid Society and 18B Panel; public policy and legislative reform work as Director of the Correctional Association’s Women in Prison Project; and leading NYC’s domestic violence prevention strategy as Executive Director of the Mayor’s Commission to Combat Family Violence.
Rhea received an LLM in Environmental Law summa cum laude where she volunteered at the Pace Land Use Law Center. She previously received her JD from Columbia University School of Law and a BA in Latin from Amherst College.
