No longer "out of sight, out of mind": New York's First-in-the-Nation Initiative to Bring Meaningful Judicial Visits to State Prisons and Jails

The inaugural Morris E. Lasker Lecture on Correctional Justice will be delivered by Professor Emeritus Michael Mushlin and will examine New York’s first-in-the-nation initiative requiring meaningful annual judicial visits to prisons and jails. It will consider how sustained, structured judicial engagement envisioned by the new rule with correctional facilities can address the longstanding “out of sight, out of mind” problem that has caused the lack of a real relationship between courts and incarceration. The discussion will focus on the program’s legal and institutional foundations, its goals of enhancing transparency and accountability, its broader implications for public policy and the criminal justice system, and whether it should be considered a model for the nation. This annual lecture recalls Judge Lasker’s landmark prisoners’ rights decisions.

2026 Morris E. Lasker Lecture on Correctional Justice Speaker
The Morris E. Lasker Lecture on Correctional Justice is part of the Lasker Fund, which also supports externships with the Correctional Association for Pace Haub Law students. It was established through a generous gift from Pace Haub Law faculty members, Judge Lasker’s former clerks, and members of the bar, including many who appeared before him, and colleagues, friends and admirers in honor of Judge Morris E. Lasker. Judge Lasker served with great distinction as a United States District Judge for the Southern District of New York (Active Service 1968–1983; Senior Status 1983–2009) and the District of Massachusetts (1994–2007).
